울산 동참 선언에 부산시 환영…부울경 행정통합 본격 시동

부산시가 울산시의 부울경 행정통합 논의 공식 참여를 크게 환영하며, 통합 논의를 선언 수준을 넘어 실행 단계로 끌어올리겠다는 강한 의지를 밝혔다. 수도권 일극체제에 대응하기 위해 부산·울산·경남이 하나의 생활·경제권으로 결집해야 한다는 공감대가 다시 한번 확인된 것이다.

부산시는 실질적인 행정통합을 위해 재정·사무 분권 등 연방제 수준의 권한 이양, 이를 뒷받침할 특별법 제정, 그리고 주민투표를 통한 시민 동의가 필수적이라고 강조했다. 단순한 행정구역 통합이 아닌, 권한과 책임이 함께 이전되는 ‘진짜 통합’을 추진하겠다는 입장이다.

부산시는 울산까지 아우르는 부울경 통합을 통해 지역 균형발전의 새로운 전환점을 만들고, 부울경을 대한민국의 또 다른 성장축으로 키워나가겠다는 계획을 분명히 했다.

The City of Busan has strongly welcomed Ulsan’s official decision to participate in discussions on administrative integration among Busan, Ulsan, and Gyeongnam (Buul-Gyeong), calling it a crucial step toward real action. The move reflects a shared regional consensus on the need to form a unified living and economic zone to counter South Korea’s capital-centric growth structure.

Busan emphasized that the integration must go beyond symbolic declarations and move into an implementation phase. Key requirements include the enactment of a special law guaranteeing federal-level fiscal and administrative decentralization, as well as a resident referendum to ensure direct public consent.

Stressing that integration without decentralization is meaningless, Busan reaffirmed its commitment to pursuing a “genuine integration” grounded in strong local authority and citizen support. The city aims to position the broader Buul-Gyeong region as a new engine of national growth and a turning point for balanced regional development.
